Ligaments don't need much blood, so it's probably doable, but i don't know where the spare bit would come from that wouldn't be disabling in other ways unless it was transplanted from someone who wanted an innie and had the same tissue type. Neither the median nor the medial umbilical ligaments have any function after birth, so if the anterior end of the median ligament was severed and a section of one of the median ligaments was connected to it and the umbilicus, it wouldn't be pulled back.
